Sarawak Expands DGO 2016 to Regulate Hydrogen

The Sarawak Legislative Assembly has passed the Distribution of Gas (Amendment) Bill, 2024, marking a transformative step forward in Sarawak's clean energy journey and its leadership in the hydrogen economy. This amendment to the Distribution of Gas Ordinance, 2016, expands the scope of the Distribution of Gas Ordinance to, establish a comprehensive legal framework for hydrogen generation, storage, distribution, and utilisation across the state.
Since 2017, Sarawak has led Malaysia in hydrogen innovation, with groundbreaking pilot projects and substantial production initiatives. This legislation aligns with Sarawak Post-Covid Development Strategy 2030 by positioning hydrogen as a vital revenue stream, fuelling economic growth and reinforcing environmental sustainability.
Key features of the Amendment Bill include the appointment of a dedicated Regulator to administer all hydrogen-related activities within Sarawak, from generation and storage to distribution, both domestically and for export. New licensing requirements ensure that hydrogen operations meet safety and sustainability standards, establishing a rigorous framework that promotes responsible industry practices. The Amendment Bill also strengthens penalties for unlicensed activities and regulatory non-compliance, emphasising Sarawak’s commitment on the enforcements oversight.
With this legislative advancement, Sarawak aims to harness hydrogen as a clean, renewable fuel source, enhancing its economic and environmental aspirations. This Amendment Bill further strengthens Sarawak’s position in the hydrogen economy, fostering initiatives such as the H2ornbill and H2biscus projects, while advancing Sarawak’s ambitions as a leading regional exporter of green hydrogen within Southeast Asia.
