13 Sarawak Energy Contractors Recognised for Environmental Compliance

Full Compliance Necessary for Timely Delivery of Major Projects

Sarawak Energy is progressing major project works to further modernise, grow and connect the power system and electricity supply to meet Sarawak’s demand and target of full electrification by 2025. Key to timely completion is compliance with environmental laws and regulations by the energy developer’s contractors.

The 2020 edition of Sarawak Energy's Contractor Environmental Impact Assessment (EIA) Compliance Award or CECA was held today with three (3) contractors awarded gold, four (4) given silver and another four (4) awarded bronze while two (2) received merit ratings for successfully fulfilling CECA assessment criteria. A total of 14 contractors undertaking thermal, hydro, transmission lines and substations projects were assessed, with 13 making the cut.

For the year 2020 under assessment, more projects showed improvement in overall performance, which was reflected in their ratings with more contractors managing to elevate their environmental compliance performance from silver to gold and from bronze to silver, demonstrating a commitment to improvement.

The contractors were assessed by Sarawak Energy’s internal assessors jointly with experienced officers from both the Natural Resources and Environment Board (NREB) and the Department of Environment (DOE) Sarawak.

Sarawak Energy Group Chief Executive Officer Datu Haji Sharbini Suhaili officiated at the virtual event, which was also attended by the Director of DOE Sarawak, Hamzah Mohamad.

Representing Sarawak Energy was Executive Vice President for Project Delivery, Ir. Pramod Kumar Karunakaran and Senior Vice President for Health, Safety, Security and Environment, Marconi Madai. Members of the senior management team and environmental officers were also in attendance.

Datu Sharbini applauded the contractors for their commitment towards meeting government-mandated environmental requirements, and the partner organisations who have contributed to Sarawak Energy’s environmental initiatives.

“Congratulations and well done to all the winners. A strong culture of HSSE Excellence and sustainable operations are key enablers for our Sarawak Energy Excellence 2022 aspiration of moving from good to great and becoming a regional powerhouse. Contractors play a vital role in enabling the creation of a sustainable future for all and the realisation of this aspiration,” he said.

He added, “Sarawak Energy achieved 100% compliance with all relevant environmental regulations and legislation at our main power stations and project delivery for the first time in 2020 and we hope to replicate this success at all our facilities and by all our contractors.”

In his speech, Ir Pramod explained that compliance with environmental regulations and legislation was necessary to achieve timely completion of Sarawak Energy projects by preventing the issuance of stop work orders and notices which can delay project timelines.

“Towards this end, our Project Delivery team and contractors have consistently worked together to ensure that all project sites comply with the EIA, Environmental Management Plan (EMP) and any other relevant environmental laws,” he explained.

CECA was introduced in 2017 to promote a culture of self-regulation in environmental compliance among its contractors. Contractors in Sarawak Energy's projects are evaluated for various levels of compliance with EIA or EMP approval conditions and statutory environmental requirements.

“The assessment standards of CECA 2020 have been elevated to include a set of comprehensive HSSE criteria, including policy adherence; operations; maintenance and general environmental conditions. These enhancements are vital to our efforts to encourage our partner contractors to be more vigilant towards ensuring full compliance to our HSSE practices and to institute self-regulations to comply with relevant environmental laws and requirements while implementing Sarawak Energy’s projects. Thank you also to DOE Sarawak and NREB for guiding us in making and implementing these improvements,” Marconi added.

The gold award recipients for CECA 2020 were GE Power Solutions (Malaysia) Sdn. Bhd. and Sinohydro Corporation (Malaysia) Sdn. Bhd. Consortium for the Tanjung Kidurong Combined Cycle Power Plant Project; EPC Synergy P.E.S.B Engineering for the Sg. Merah 132kV Substation; Shanghai Electric Power T&D (M)

Sdn. Bhd. JV Pembinaan Kuantiti Sdn. Bhd. for Bunut (500)/275/(132)/33 KV Substation.

The silver award recipients this year were Hock Peng Furniture & General Contractor Sdn. Bhd. (Balingian Operator Village Project - C5); Consortium of GE Power Services (Malaysia) Sdn. Bhd. and Fook Lai Construction & Development Sdn. Bhd. (Tatau 275/(132)/33/11kV Substation); and Consortium of Larsen & Toubro (East Asia) Sdn. Bhd. and Pekerjaan Piasau Konkerit Sdn. Bhd. (Lawas Town 275/33kV Substation); KEC International Limited (Serudit – Sri Aman Transmission Line).

The bronze award recipients were Consortium of Larsen & Toubro Limited, Hock Seng Lee Berhad and Larsen & Toubro (East Asia) Sdn. Bhd. (Matang 275/132/33kV Substation); Consortium of KEC International (Malaysia) Sdn. Bhd. & Golden Harvest Construction Sdn. Bhd. (Bunut – Medamit 275kV Transmission Line); Shanghai Electric Power T&D (M) Sdn. Bhd. (Marudi Junction – Bunut 275kV Transmission Line); and Hock Seng Lee Berhad (Balingian Operator Village Project - C5).

Sarawak Energy also awarded merit ratings to Persafe Engineering Sdn. Bhd. JV XD Power Transmission (M) Sdn. Bhd. (Marudi Junction to Miri Airport 132kV Transmission Line); and Perbena Emas Sdn. Bhd. (Baleh HEP Project - BLP 1 Jetty, Bridge & Road).
